Glossing Over Authority Structure

There is a VERY large assumption inherent in this proposal.

While the goals you have set for the proposed Space Station Authority are laudable, absent a clear operational structure with checks on bureaucratic and governmental interests, there is no guarantee that those goals will be addressed by the Authority. Even worse, there is the very strong possibility that such an authority will add little and merely serve as another source of uncertainty, power politics and delay for station operations. It is certainly not hard to envision such a structure arising through the appointment of representatives from the various national space agencies.

A structure must be proposed that appoints Authority members in a manner which insulates them from such influences and provides incentives for the appointees to promote the interests of the ISS rather than external goals.
